A major intersection improvement for Plain City is likely moving forward following a bid opening on Monday.
Decker Construction Company of Columbus submitted the sole bid for the project, which will add a traffic signal at West Avenue and U.S. 42 — adjacent to Der Dutchman restaurant. The company bid $906,407 — just slightly over the estimate of $900,000.
This is the second time the long-anticipated project has gone through the bidding process.
Initially, the project was estimated to cost $662,183 by the Ohio Department of Transportation. Decker Construction Company submitted a bid in July for $903,000 — way above the estimate. Per Ohio law, a contract cannot be approved it is higher than 10 percent above an estimate.
County engineer Bryan Dhume analyzed the estimate and determined it was too low because the amount used for materials was an outdated figure that didn’t reflect bulk purchasing.
The engineer noted he is not concerned about receiving just one bid, calling it “a reflection of the market.” This year is the busiest construction year in ODOT’s history, he said.
The bulk of the project will be federally funded with the county engineer’s office absorbing the bulk of maintenance costs.
Dhume said on Monday he plans to review the bid. Assuming all is well, he will recommend commissioners approve the bid during next Monday’s session.
Projected start date is September with completion of the roadwork by December. The signals will be in place in March. Traffic will be maintained throughout construction, Dhume said.
In other county business:
• Commissioner Paul Gross said the Ohio State Highway Patrol has reached out to commissioners for a property to hold training sessions. Gross said he suggested the first floor of the Madison County Municipal Court building. Those individuals are familiar with the location and the daytime operating hours would be ideal, he said. No agreement has been reached as of yet.
• Commissioners met in executive session in the morning with Duke Realty, and in the afternoon for the purpose of discussing legal issues.
