PC gets UPCO development proposal

“When there is no plan, you accomplish nothing” said Mayor Sandra Adkins to those in attendance during the May 24 Plain City Council Meeting. The statement was in reference to the proposed Uptown Plain City Development Plan presented by its key developer, Jack Alston. Alston presented his findings and recommendations in a 42-page document to council.

Alston’s plan outlined his recommendations for Uptown Plain City revitalization which includes such considerations as parking, pedestrian walkways and building use. With “no target period” of when the suggested changes should take place, the plan will act as a guide to council for future development of downtown space.

Alston, a professional planning consultant for over 45 years respectfully offered his thoughts of the proposed plan. “I’ve dealt with a lot of communities and I think this is achievable,” he said.

“I’m excited about it, you put together an awesome plan” said Councilman Doug Saxour to Alston.

Not all members of Council were equally as enthusiastic about UPCO’s development plan. Councilman Jim Moore said “There’s a net loss of 78 parking spots-we’re supposed to be gaining them, not losing them. For business people, it’s the biggest issue.”

Councilman Moore concluded by saying “We’re never going to see it happen anyhow.”

Mayor Adkins took a more optimistic approach about the plan saying, “I look forward to what’s ahead and I hope I’m around to see some of it.”

After some discussion, a motion was passed for solicitor Mike McCarthy to draw up a resolution to adopt the Uptown Development Plan as presented by Mr. Alston.

In other Plain City news, Parks & Recreation President Doug Saxour reported that approximately 270 pool surveys were sent back and the Pool Committee would be tallying the results this Wednesday. The numerical results will be compiled and presented to council in addition to being posted on the Village website.

All members of council were present for the May 24 meeting.

The next Council meeting will be held Monday, June 14 at 7:00 p.m. Meetings are held at the Plain City Municipal Building, 213 South Chillicothe Street and are open to the public. Minutes of the meetings can be accessed online at the Village website www.plain-city.com
